Winterthur: agil-mobil prüft Stimmrechtsbeschwerde wegen mangelhaften Informationen zu Stadtklima-Vorlagen in der Abstimmungszeitung
Der Stadtrat informiert in der offiziellen Abstimmungszeitung, die alle Stimmbürgerinnen und Stimmbürger zusammen mit dem Stimmzettel erhalten, unvollständig und somit irreführend über die finanziellen Folgen der vier Stadtklima-Vorlagen. Über die Umsetzungskosten der Zukunftsinitiative sowie die Umsetzungskosten beider Gegenvorschläge des Parlaments sagt er gar nichts. Ebenso unterschlägt er eine umfassende und transparente Information über die jährlichen Folgekosten, die aus der Umsetzung der entsprechenden Vorlagen resultieren würden.
Im Rahmen der Diskussionen im Stadtparlament über die beiden Initiativen hat der Stadtrat darauf hingewiesen, dass die beiden Volks-Initiativen zu Gesamtkosten von über 300 Millionen Franken führen würden. Seine eigenen Gegenvorschläge, über die am 9. Juni nicht abgestimmt wird, hätten zu Gesamtkosten von rund 70 Millionen Franken geführt. Zu den finanziellen Folgen der beiden Gegenvorschläge des Stadtparlaments hat sich der Stadtrat weder in der Ratsdebatte noch in der Abstimmungszeitung explizit geäussert. Basierend auf den Zahlen des stadträtlichen Gegenvorschlags muss mit Kosten von über 100 Millionen Franken für die Umsetzung der parlamentarischen Gegenvorschläge gerechnet werden. Die Folgekosten (mehr Personal, höhere Unterhaltskosten, Kreditverzinsung etc.) aus der Umsetzung der Vorlagen beziffert der Stadtrat mit jährlich rund 10 Millionen Franken.
Winterthur: agil-mobil ist der festen Überzeugung, dass eine seriöse und umfassende Meinungsbildung zu den vier Vorlagen nicht möglich ist, weil die finanziellen Folgen der einzelnen Varianten nicht umfassend und transparent dargestellt werden. Gerade bei Abstimmungsvorlagen, die sehr grosse finanzielle Verpflichtungen für die Zukunft auslösen, müssen die Kosten für jede einzelne Vorlage bekannt sein und kommuniziert werden. In der Abstimmungszeitung finden sich diese wichtigen Informationen weder im Text noch in Form einer einfach lesbaren Tabelle.
Gemäss Art 34 Abs 2 Bundesverfassung sind die Behörden verpflichtet, umfassend und korrekt über Abstimmungsvorlagen zu informieren. Auch verlangt der Grundsatz der politischen Fairness, dass Abstimmungsvorlagen leserfreundlich und einfach verständlich präsentiert werden.
Für Winterthur: agil-mobil ist die politische Fairness ein wichtiges Anliegen. Weil dieser Grundsatz aufgrund einer unvollständigen und somit irreführenden Information in der Abstimmungszeitung verletzt wurde, prüft Winterthur: agil-mobil derzeit eine Stimmrechtsbeschwerde.
